Defining operational requirements early

A PBSA project requires not only a construction schedule but also a plan for commencing operations. Preparation includes leasing, fit-out, technology, staffing and organising move-in. These tasks should be brought together in a shared timeline with clearly assigned responsibilities.

Even during the planning phase, a review of practical processes is advisable: Where are parcels stored? Which areas does the cleaning team need? How do maintenance and access work? What infrastructure is planned for Wi-Fi, the booking system and tenant communication? The answers should feed into spatial planning, technical fit-out and the budget.

Coordinating tasks before opening

A pre-opening plan should make dependencies visible. The leasing team needs confirmed details on apartment types and fit-out. The operations team needs tested systems, points of contact and a handover procedure. Service providers need a clear scope of work and coordinated deployment dates.

For the first move-in, a dedicated schedule with time slots, documented apartment handovers and a procedure for outstanding items is recommended. This gives the team a shared working basis.

Supporting operations with appropriate metrics

After opening, leasing performance and ongoing expenditure should be reviewed together. Possible management indicators include contract status, payment status, vacancy periods, service requests and maintenance costs. Which metrics are needed depends on the ownership and operating model.

A digital application should be measured against a specific task: which process does it support, who uses it and how are errors handled? Operational organisation remains a standalone planning task, even with digital support.
